To prepare an
information system to Add, Update and Analyze the data obtained from
HIV Sentinel surveillance at the regional co-ordinating centers (Sentinel
sites) all over
Information on the AIDS
epidemic and on the HIV sero-prevalence (infection) in population groups in
developing countries is only available in widely scattered small-scale surveys.
The distribution of HIV/AIDS in
NACO has designated the National Institute of Health and
Family Welfare to co-ordinate and supervise the implementation of the first annual
sentinel survey for HIV in the country.
Last year, a project for the HIV/AIDS Surveillance
Database Information System, was initiated by NRDMS, Department of Science and
Technology, Government of India. The Indian Institute of Technology
The Information
System is developed as a secured web-based GIS application with a user-friendly
interface. The users can Login Online with their secured ID and password to
input their State’s data. To facilitate users, Offline Package was developed
which is independent of internet connectivity, thus enabling faster data entry.
Users are able to input data offline and later upload the same to the main
server.
Key components of the
interface include (Fig. 1):
Sample Data
Sample data is the data
collected on site on a specified survey form. Allows the users to add, modify
and import data in a specific format, and generate Tally Sheets for quality
checking.
Site Information
Site Info. Entry –
contains information on Site Identification, population characteristics of the
site, HIV testing facilities, methods and procedure information.
Site List – List of
sentinel sites with the option of Adding new sites. The list can be filtered,
(with respect to State, District, Settlement, Clinic Type and Targeted
Intervention) and can be printed.
Query/Report
Query allows users to access
and pull your data together. The users can browse, view, query, and search the
contents of the NIHFW’s HIV Sentinel Survey database.
Reports give you complete control over which data is displayed
(through underlying queries or tables) and how it will appear - you can display
the information the exact way you want to see it.
Options
This module provides
management facilities for the Administrator. The administrator (NIHFW) only has
been given the right to manage users. Management of users includes –

Add New Users,

Lock / Unlock the existing users,
·
Retrieve Passwords,
·
Send Mails
·
Change Lookup Table options under Preferences.
The Administrator has the right to view National Level data,
however, addition and modification of sample data has not been given to the
administrator.
Administrator also has the privilege to create additional
National Level users (e.g. NACO) who can View, Query and generates Reports at
the National Level.

·
Open the Internet Explorer or any other web browser, and then
type the web address http://www.nihfw.org/ChaSoftware/index.asp. The following window
appears (Fig. 2).

Type your ONLINE Login Id and Password, and then click on Submit
button.
·
After successful login the users will have access to their
specific State data for viewing, editing and adding records (Fig. 3).

This module has two types of data entry options:
User-friendly
interface
– minimal keyboard intervention, where most of the data entry is done by
selecting values from the drop down box.
Advanced data entry interface – meant for the data entry operators conversant with the coding system.

To add data click on ADD, Sentinel Site Selection form will appear (Fig. 4). Refer Table. 1
for data entry instructions in the site selection form.

New Sample Data Entry Form

Click on Add button after making all the
selections. A pop-up box will appear (Fig. 7), click on OK button to submit the
data. The data will be added to the database and a new blank form will appear
on screen to enter more data for the same site.
·
For advanced data entry form pop-up box will not appear and
after submission of the data. New blank form will appear on screen.

The
data collection form for each serum sample should include the following
information (Table. 2):

In STD clinic 100 samples come from the OBG (Obstetrics and
Gynae.). Check the OBG checkbox on the Sample
Data Form (for both Text as well as Codes) when the sample belongs to OBG
clinic.
·
Age should not be less than 15 yrs and more than 49 yrs for
the sample population.
·
Exact age to be filled in Advanced Data Entry form.
If you add age > 49 a warning message will be flashed that he age limit is
exceeding but the user will be able to enter data.
·
The default sample size is fixed foe the clinics as 250
(Except ANC which is 400). Every time a user enter a Schedule Number >
Sample Size a warning message will be flashed.
·
In the occupation column code – 9 will not be accepted in the
format for ANC mother and for male patients. (Code-9 stands for housewife).
·
All the columns have to be filled; it will not accept any
blanks (both Text and Codes). Only in 5th, 6th & 7th
Clinical Diagnostics (‘Are you currently married?’, ‘Do you have sex with
Women?’) and Hepatitis B & C
columns you can select “N/A” option. When you enter data as Codes,
leave the above mentioned columns blank.
·
In the case of FSW, TUB and MSM clinic types, for the
Clinical Diagnosis entry a checkbox is given. If the data is available for
clinical diagnosis enter the values otherwise uncheck the checkbox, this will
remove the columns from the screen.
·
To enter data as codes for FSW, TUB and MSM clinic type,
blank entry is possible for Clinical Diagnostics.
Data
modification is required when you get wrong or illogical results while querying
and generating reports or when you have disparity in data while viewing the
statistics. To correct the disparity you need to search from the individual
wrong data entry and then modify it.
·
To modify the data entered click on Modify under
Sample Data Menu, Site Selection form will appear (Fig. 8).

·
Select the Year, District and Site name and then click on Go
button. The data entered will appear on screen with the option of modifying the
data (Fig. 9).
·
Select the data to be modified by checking on the radio
button beside it, and then click on Modify button. The selected data
form will open (Fig.5). Make the required changes and then click Update
button.
·
To go back to the modify page option, click on Back button.

Tally sheet option is to
generate summary of data (as codes) in a printable format for a particular
site.
·
Select the Year, State, District and Site then click on GO
button (Fig. 10).
·
For STD sites you have the option of filtering the data from
OBG or Skin/STD clinic.

·
The tally sheet page will show the summary of selected site
data n a summary table and the data for which the tally sheet will be generated
(Fig. 11).

Click on the Print Preview button to view the
Tally Sheet (sample data as codes) (Fig. 12). The Tally Sheet will appear in a
separate window.
·
You can print this page as it is from the File
menu or copy and paste it into word to further customize the viewing and
printing options.
·
Go to next page to take printout of the next page (Fig. 12).
·
To go to a particular record, type the page number in the
textbox (where the current page number is displayed) to go to the desired page
number
Note: For
generating a tally sheet, only one site can be selected at one time.

·
Data file should be a text file.
·
The field names can be in any order separated by coma or some
other delimiter, which you have to specify in the delimiter column. The field
names required are listed below:

Check whether all the columns are filled with logical codes.
·
There should be no space between two fields.
How to Import
·
To import the data click on Import Link under Sample Data menu.
·
The screen on the right will show a dialogue box asking you
to browse for the file to be imported (Fig. 13).

·
Click on the Browse button, select the file and
then type the delimiter in the delimiter box. Click on Go button, this will take
you to the Column Mapping form.
· The form contains all the required fields. Check whether all the fields are correctly mapped. Select the correct field wherever required. Then press Go button at the bottom (Fig.14).

·
If there are no errors in exporting the file will be exported
the screen will show you a message that the file has been imported successfully
(Fig. 15).

Otherwise an Error Log file is created which
contains the information about the errors (Fig. 16).
·
Click on the Error Log link to open the error log
file. Make corrections in the data file and then again upload the data file.
·
To exit import click on Home button.

To save the data (entered offline or online) as text file
(soft copy), export data option is given.
·
The exported file will be a text file in CSV (Comma Separated
Values) format.
·
You can open this file in MS Word, MS Excel or import it into
MS Access or any other database management system.
How to Export – State Users
·
To export the data click on Export Link under Sample Data menu.
·
Select the Year, State, District and Site then click on Export
button (Fig. 17).

The users can choose to all districts data together or one
district at a time to export. Multiple selection of districts is not given.
·
Total number of records in each state is displayed along with
the name of the state in brackets.
·
A pop-up box will appear. Select “Save it to the disk option”
from the pop-up box. All the data for the selected site will be exported into a
single file.
·
If you want to export all state’s or all District’s data into
one single file select “all districts” or “all States” option.
·
Multiple year selection is not possible. You can export data
for a single year only.
Note for Administrator:
The
Administrator can export data for any number of states together. Multiple
selection of State is given.
It is recommended that the administrator should not export
more that 1 lakh records together. Care
should be taken not to exceed 1 lakh records while making multiple selection of
states
This
form contains information about the site.
·
To add data click on ADD annual Site Data Entry form will appear.
·
Select the Year, District and Site then click on GO
button, “Annual Sentinel Surveillance - Site Data Entry Form” will
appear (Fig. 18).
·
If the data is already entered for the selected site, it will
be displayed in the form. You can modify the displayed data.
·
Enter the data as specified in Table. 3, and then click on Add
button.
·
This information can be printed by clicking on Print
button.

This
link is provided to enlist all the sites belonging to a particular district or
State.

You can filter the site list based on TI, Clinic Type and Settlement. Choose the desired filers then
click on GO button.

The site list will appear below (Fig. 19). To print this list
click on Print View button.

A summary table will also appear which will show how many how
many sites are there in a particular Clinic Type.
·
By default the sites are sorted with respect to Site ID. You
can sort the list as per your requirement by selecting the Sort By option from the
drop down list.

Add/Modify Site (for Administrator only)
·
Select the State and District, for which new site has to be
entered, from the drop down list.
·
Click on the Add New button, a pop-up box will
appear (Fig. 20).
·
Enter the data in
pop-up box, as specified in Table. 4.

·
Click on the radio button besides the site you want to
modify, and then click on Modify button. The site information
will appear in a pop up box (Fig. 21).
·
Modify the information then click on Update button. The site
information will be modified.

Show/Hide Sites
This facility is given to the administrator to Hide
the sites that are not active in the current year for data entry.
·
To hide the sites from the list click on the Show
All button at the right corner of the list, all the hidden sites will
be enlisted with a checkbox checked, beside them (Fig 19).
·
Choose the sites (by checking and un checking on the
checkbox) which you want to hide and then click on Hide button. The selected
site will be hidden from the site list only.
·
The sites will appear in the drop down list for the State
Users for data entry
and modification.

QUERY/Report
Note: you can query on
the data only before uploading it on NIHFW’s site because after uploading, you
will loose the data you have entered. In that case you can do queries online.
Same is true for the Report generation.
Data
entered for each HIV Sentinel site can be analysed and compared separately to
make meaningful Interpretation. The query is designed to extract the most
pertinent information from the sample data in a single, ranked and conceptually
clustered list. You have the option of viewing each single data in tabular form
or site-wise aggregated data in tabular form.
·
Click on the “Query” link under Query module. Query form will
appear (Fig. 22).
·
Follow the instructions specified in Table. 3 to extract the
information required.

To
filter the search you can specify the criteria as following:

In the first text box select the criteria on which you want
to generate the query.(e.g. 1.“Sex”)
·
Select the operator in the adjoining text box (e.g. 1.“=”).
The other operators are available only for “age” criteria, for the rest of the
options only “=” operator is available.
·
Select the options that are available for the selected
criteria (e.g. 1.“male”).
·
You can select more than one criterion by selecting AND/OR
option in the textbox below [e.g. 1. (Sex = ‘Male’) AND (Education =
‘Illiterate’)]
·
After making the required selections click on Get
It button to view the results. If you want to make any changes to the
query click on Clear button.
Example 1
The query options and
selection criteria are shown at the right hand side of the query result page
(Fig. 23)
This query will fetch
all the records for the year 2004, in the state Tamilnadu for Chennai district,
urban sites, for the disease HIV - the number of males found positive for HIV
in all types of clinics (Fig. 23).

You can print the result page as it is, or export it as a
text or HTML format as required, by clicking on the relevant link given at the
right top of the page.

To view aggregated results and chart check on the check box
besides ‘Show Aggregated Results’ the results of this query (Example2) is shown
in Fig. 24.

This will open a form (Fig. 25) asking you to select chart
options (for the below mentioned query select districts as X-axis and check on
‘show positive with sample size’ radio button).
Note: Chart Option box will pop-up only if more than one
x-axis parameter is available for selection (State/District/Clinic Type). If
two of the x axis parameters are selected as part of the query then chart will
be automatically displayed.

This query is fetching all the records for the year 2004, in
Andhra Pradesh for all districts and all the sites belonging to these
districts, for males with age greater than 30 and whose educational
qualification is graduation or above and is in service, in all types of clinics
(Fig. 27).
Click on Show on Map checkbox to view the results on Map. The
districts for which the result is generated will be highlighted on the map
(Fig. 28 for Example 2).
MAP
Map window has the following display options in the toolbar:
Zoom In. This function zooms in
to the area in the map display defined by the movement of the mouse cursor.
Zoom Out. Click on the Zoom Out
button and click on the center of the new map extent.
Full Extent. Click this button to ensure that you are at the full
map extent.
Pan. To pan to a new area of the map, click on the pan button, hold

Select. Click on select button
and select an area in the map window, that area will be highlighted in the map.
Clear Selection. Clicking on this
button will clear the highlighted area in the map window.
Zoom to Select. Click on this button
to zoom in to the highlighted area.
Query. Clicking on this
button will open a Query Builder form where you can query and view the results.
• You can view the data
generated by the Query by clicking on the Show Data button.
• A file containing
the list of data will appear in the map window in which the selected features
data will be highlighted.
• The selected
features data will also be highlighted on the Map.
Identification. To identify an area,
click on this button and then click on the area on the map to identify, this
will open a table containing all the information about that area.
Discrete/HSV shader. Clicking on this
button will give unique color to each District.

Statistics
The field of statistics
is the science of generalization. Statistics support the making of broad
generalizations from a smaller number of specific observations.
The statistical
parameters calculated for the Analysis of HIV data are:
¨
Mean Percentage of HIV positive cases
for the state.
¨
90% Confidence Interval for the mean.
¨
Median of HIV positive cases of the
state.
¨
90 % Confidence Interval
for the
median.
When single year, all states or one state with all the
districts is selected it will automatically show the statistics for that state
or for all the states for which the data is available. The statistical
parameters are also calculated for the districts.

who are less than or equal to “17” years of age are listed as “Graduates and
Above” (as this is very unlikely), construct the following query
The query is:-

This query will fetch all the records of people whose age is
<=17, and are listed under “Graduate and Above” category. Select the wrong

like. Make corrections wherever required, and then generate reports.

You can use crosstab queries to group and summarize
information and display it in a spreadsheet format. Crosstab queries create
less repetition of information in the datasheet, making it easier to read and
analyze the selected field data.

You need three fields to create a crosstab query. The first
field displays its values as column headings for the datasheet; the second
field displays its values as row headings for the datasheet. The third field is
the field on which the calculation is performed.
·
Follow the instructions given in Table. 5 (Example. 4) for
generating cross tab query (Fig. 31).

The HIV surveillance data should be interpreted to
assess how rapidly HIV prevalence is increasing in different groups and areas.
This helps in determining which population groups need priority attention with
respect to interventions and what differences exist between Sentinel sites. For

Specifications for Reports
After making the
required selections click on Show Report button to view the

To print the report, go to the file menu and select ‘Page
Setup’ option. Make the following selections

entered in the national database server. The administrator can query on how many records each state has
entered and in which clinic and in how many sites.

is checkbox is check by default. If you make any change for any of the option
in “preferences” you should send mail to all the users (Fig. 40).

Add new user

You can also create a National
level user who can view all state’s data and generate reports for the
same by selecting “National Level” option from the drop down list of State.

Lock/Unlock User

Reset State User’s Password

Modify /Add Email ID

You can modify the Email ID of a
user. Select the record you want to modify, and then click on Modify

General Mail

This link is provided to send mail to all the State Users.
·
Enter the email ID of the sender and the recipients
(recipients ID is automatically taken from the User’s list) (Fig. 46).

Enter more recipients if required or you can also delete the
recipients from the default users list.

Change the text if required, and then
click on Send button to send the mail or on Skip
button to cancel the operation.

Any changes/advancements made online in the software should be
updated in the offline package also. To update the offline package a New Update
link has been given online.
·
Click on the New Update link, the following page
appears (Fig. 47).

Click "DownloadPatch" button to download the
"newpatch.zip" file. Unzip into any directory.
·
"newpatch.zip" has an exe, double click on it. It
would automatically upgrade the existing software (no need to know the
directory/path).
·
Similarly "map.zip" also has an exe, double clicking
on it will automatically install the maps where required.
