Campbell, Paul
Dr. Paul Campbell earned his doctorate in Health Policy and Management at the Harvard School of Public Health. Following his doctoral studies at Harvard, he served as Director of Management Services at John Snow, Inc. (JSI), a large health management consulting firm. At JSI he began his overseas public health work and initiated a long-standing consultation and training connection with community health centers in the United States. Community health centers are the “safety net providers” that provide primary care to the urban and rural poor populations in the U.S. In 1989 he joined the faculty at the Boston University School of Public Health where he taught in the Department of Health Services. In 1991 he returned to the Harvard School of Public Health, where he currently has faculty appointments in two departments, Health Policy and Management and Population/International Health.
At Harvard Dr. Campbell has taught a core course in the regular MPH program and directed a number of executive training courses in health management, for both American and foreign senior health officials. He also serves as Deputy Director for Training in the International Health Systems Program (IHSP), which was established to assist low and middle-income countries involved in fundamental reform of the health sector. Through the IHSP Dr. Campbell managed a three million dollar four year technical assistance project in Poland. In Poland the group assisted health officials in the previously Communist country as they directed the transition of a centralized health care system to one that incorporates a market-based approach. For the past several years he has served as a consultant for the World Bank on health systems development in India where he first worked for a Ford Foundation project in 1992. His work on health sector reform has been focused in the northern state of Uttar Pradesh (U.P.) where the Bank has been supporting the U.P. Health Systems Development Project based in Lucknow.
In addition to Poland and India Dr. Campbell has also worked in many other countries and regions, including China, Zimbabwe, Morocco and the Eastern Caribbean. The Hinduja Foundation (India), the U.S. Department of Health and Human Services and the U.S. Agency for International Development, as well as other sponsors have supported his work in the United States and abroad.
Duncan, Neuhauser Duncan Neuhauser is the Charles Elton Blanchard MD Professor of Health Management, Department of Epidemiology and Biostatistics, Medical School, Case Western Reserve University, Cleveland Ohio. His PhD is in business administration from the University of Chicago in 1971. He holds secondary appointments in Family Medicine, Internal Medicine and Organizational Behavior at his university.
He was editor of "Medical Care" from 1983 to 1998. His research interests include clinical decision analysis,medical technology assessment, firms research and the application of quality improvement methods to patient care.
Prof. Neuhauser has been a consultant to the governments of Mexico, Sweden, France, Iceland and Bahrain and has worked as a lecturer all over the world including China, Brazil and Hong Kong.
He is faculty of the NIHFW course on Quality Management in Health.
As a nodal person from NIHFW, conducted the 'Preliminary Situation Analysis of existing health management capacity building' along with WBI. As a core team member, on the project with World Bank Institute, contributed in carrying out the study for "State health training needs assessment" followed by conduction of flagship course on Health system policy and management at Ahmedabad, this year.

Dr. Stietenroth has worked in project and programme management for non-governmental organisations and the United Nations in various countries, among them Pakistan, Afghanistan and Sudan. For the last two years he is working as an International Consultant on Quality Management, Health Systems Development and Health Sector Reform. He has lectured on these topics in Europe, Asia and Australia
Bhattacharya, Madhulekha Prof. Madhulekha Bhattacharya holds M.B.B.S., M.D. and PG Certificate Course in Health & Family Welfare Management is currently working as Professor & Head, Department of Community Health Administration. She is the recipient of Award of Excellence for Geospatial Usage (2005), Women Achievers Award (2004), Dr. D.C. Dutta prize (2003), Dr. CMS Siddhu award for best/prizes paper (1986), Best NSS officer (1996-97), Dr. S.M Marwah Award (1987), Gold Medal' for standing first in Annual competition (1970). She authored many books namely Women & HIV; Horns of Dilemma AIDS; Health & Family Welfare Development in India: Critique and Future directions; Integrated Guidelines on HIV/AIDS/STD/Behavioural Surveillance; Practical Manual on Community Medicine and National Report on Annual Sentinel Surveillance for HIV Infection each year from 2000 to 2005. Prof. Bhattacharya contributed about 75 research papers and published in national and international journals. She also presented more than 50 papers at Conferences/ Seminars/Symposium in India & Abroad. Fields of Interest for Consultancy and Research of Prof Bhattacharaya are- Primary Heath Care, Implementation & Capacity Building; HIV/AIDS Control Programme particularly Surveillance &Monitoring; Reproductive and Child Health programme; Estimation and projections for HIV/AIDS and Epidemiological Management of Communicable diseases.
Bagga, Rajni Dr. Rajni Bagga, Ph.D. is Associate Professor and at present heading the Department of Management Sciences at NIHFW. She did her Doctorate in Psychology and has additional qualification of Post Graduate Degree in Human Resource Management as well as in Public Relations. She has more than 20 years experience in applied research in Psychology and has been part of various research studies in Health and family welfare. Having a passion for teaching and training she has specialized and gained expertise in conducting training courses in Human resource Management, Counselling skill and Participatory Learning and Action (PLA). At present she is the coordinator for the distance-learning course in Health and Family Welfare management.
Beside having publication in National and International Journals, has also written Chapters for the Book on Public Health Management; has written Modules in the area of Human Resource management for distance learning courses in Health Management for IGNOU and NIHFW. She has been a regular Guest Speaker for the Management Consultation on Health Care in India at IIM Ahmedabad for the last three years and has been presenting papers highlighting the importance of issues related with Management of Human Resource and its impact on Quality of Health Care Services.

Das, Kamalakanta Dr. Kamalakanta Das, Medical Officer, State Institute of Health & Family welfare, Bhubaneswar, Orissa, India. started his term in the institute from February 2004. He is graduated from MKCG Medical College, Berhampur University, Orissa, India and got his master's degree in "Applied Epidemiology" from National Institute of Epidemiology (Indian Council of Medical Research), Chennai under SCTIMST, Trivandrum, Kerala, India. He has also got a post graduate diploma in maternal and child health from IGNOU New Delhi. Being in the field of public health for last two decades ,has the opportunity to work in the tribal, hilly and rural areas of the state and has conducted many research studies on vaccination programmes out of which one was presented in the Third Global TEPHINET conference at Beijing, China in 2004 on "Factors Affecting Utilization of Childhood Immunization services". His evaluation study of the National Immunization program was adjudged as the best presentation in 3rd South East Asia and Western pacific Conference 2005 at Chennai. He is involved in conducting epidemic investigations & presented a paper at Brasilia,Brazil and at Taipei ,Taiwan 2007. Also developed the Integrated Disease Surveillance project PIP for the state and involved in designing & developing modules on Immunization, Planning, and Disease Control for doctors, pharmacists and paramedical staff. Involved in planning and executing different child health programmes of the state starting from immunization to IMNCI. . Dr Das is now the co-ordinator of Professional Development Course and a visiting faculty for different training programmes for senior doctor managers for multiple states of India.
